There is a need to ensure socially efficient supply of impure public goods like marine biodiversity, but currently there is undersupply. Marine biodiversity conservation is an important factor to the local and the international environment and there has to be participation between more than one country for the realization of the optimal supply amount for the benefit of the current and the future generations.
